Gaining Access for Gas Safety Test

I am unable to get a response from my tenants regarding the booking of a gas safety test (despite trying phone, text, email, visiting the property and hand-delivered a letter through the letterbox).

I had considered arranging an inspection (in writting, hand delivered) and stating that the tenant did not need to be present as I would let myself in with my set of keys. This inspection would be arraged to coincide with the gas safety test appointment to allow access for the engineer.

Is there anything wrong with this approach?
